How
does it work?
What is "Crime
Free?"
The term "Crime Free" to some people means that there is NO crime in that
designated area. However, there is no guaranteeing that. What "Crime Free" does
mean is that there are SERIOUS consequences for crime and people associated with crime in
that designated area.
Yes, the signs say "Crime Free Multi Housing." They do NOT say that the area
is "Crime Free" but state that the property has joined the program and that a
"Crime Free" lifestyle and environment is required.
Please take into consideration that it will take from 1 to 3 years for the property to
"level out." Calls for service will rise after joining the program due to
resident awareness and involvement on property. The property will then see a plateau
effect where calls for service will level out. Finally property managers and residents
will see a decrease in calls for service and crime as the property comes full circle.

Who
can participate?
Apartment managers, maintenance personnel,
management companies, and anyone who is responsible for multi-housing properties may
participate.
How
do I participate?
Free training is provided through these following phases:
·
Phase One - Attend 4 to 8-hour seminar
presented by the police, fire, and code enforcement departments and receive a phase one
certificate;
·
Phase Two Obtain certification
that the rental property has met or is meeting the security requirements for the
tenants safety. (Physical inspection of the property is made after fire and code
enforcement inspections are completed.); and
·
Phase Three Host a tenant crime
prevention meeting (safety social) and receive phase three certification. At
the safety social, the tenants are informed about the CFMH program and given other crime
prevention techniques and ideas. Managers may post signs and the program logo for display
on the property.
·
Finally, after completing the first three phases, host a crime prevention meeting with residents once a year. This will renew your program membership(s).

Training
is provided on a quarterly basis at a designated location within the City of
Arlington.

Brief History of the Program:
The Crime Free Multi-Housing Program
(CFMH) is an international program that began in 1992 by Tim Zehring of the Mesa, Arizona
Police Department. Since inception, the program has spread to 1400 cities in 40 states, as
well as four Canadian provinces.
The
first training session of the Arlington Police Departments CFMH program was
conducted in September 2000. Over 60 police personnel, apartment managers, maintenance
personnel, and management companies attended the first class. Currently, there are over
90
apartment communities throughout the city that are on one of the three phases of the CFMH
program.
